PRISONS ARE A HOTBED FOR INFECTIOUS DISEASES

Let's look at the facts:

• 2 million people are in prison or jails in the US.
• More than 22 million each year are released back into our communities.
• Approximately 75% of those incarcerated are people of color.
• Approximately 83% of AIDS cases in NY occur in communities of color
• The "war on drugs" has created an addicted prison population. 60% of federal prisoners were incarcerated for drug offenses in 1993
• Through March 1994, 93% of AIDS patients in NY's prisons were inmates with histories of injection drug use.
• NYS has the lrgest known population of HIV+ inmates. In 1999, over 7,000 inmates were infected with HIV or 10% of the total population of 70,000.
• The AIDS rate is seven times higher in state and federal prisons than in the general U.S. population.
• NYS had recorded 2,186 prison deaths from AIDS through September 1996.
• In 1993, 12% of men and 20% of women were HIV positive upon entry to NY state prisons.
• Seventeen percent of people living with HIV/AIDS have spent time in the U.S. correctional system.
• Former prisoners surveyed in NY reported use of makeshift devices for sefer sex such as fingers of latex gloves when condoms were not available.

counseling and testing programs fail to identify large numbers of inmates with HIV infection,
condoms are unavailable, data is woefully lacking, and there is little oversight or enforcement of existing regulations." -- Pataki's AIDS Advisory Council
